During the first phase of the national consultation on the 4th national action plan of the Open Government Partnership-PGO, several mechanisms were used, including the electronic consultation which was opened, in its first phase, on the website www.e-participation.tn during the period from October 12 to November 8, 2020. Official correspondence was also sent to various ministries and public structures to present their proposals on projects that could be included in this plan. In addition, three online working meetings were organized during the month of November 2020 on a number of axes related to open government. In fact, around 100 participants from a number of ministries, public structures, municipalities, associations, non-governmental organizations and financial institutions supporting the OGP program participated in these meetings.
These mechanisms adopted during the first phase of the public consultation made it possible to collect a set of proposals (275 proposals) that represented the subject of the work of the joint consultative committee responsible for monitoring the development and implementation of this action plan. In this context, a series of online working sessions were organized to present the results of this consultation and to define the work schedule and the coordination and cooperation mechanisms that could be adopted as part of the initial selection process. The members of the joint OGP consultative committee were divided into three working groups to study the proposals and sort them out to prepare the initial version of the action plan.
Each team organized a series of online working sessions with the aim of sorting out proposals of interest in one of the axes of open government, as follows:
– Team 1: Transparency and good governance of natural resources,
– Team 2: The digitization of administrative services and the improvement of their quality,
– Team 3: Public participation and open government at the local level.
The working groups proceeded to sort the proposals, to their examination and to their classification in the light of the following criteria:
Specific: Describes the status quo and the problems it is trying to solve
Measurable: broken into clear, measurable milestones, lays out measurable, verifiable, benchmark that can demonstrate fulfillment and improvement
Answerable: Specifies ownership by listing the implementing agency, specifies civil society, multilateral, or private sector partners
Relevant: Makes relevance to open government clear. Addresses transparency; accountability and /or public participation, addresses at least one grand challenge,
Time-bound: Clearly states deadline, does not have to coincide with 2-year action plan cycle, Milestones and dates are made clear.
Potential impact: assessing the expected change through the commitment implementation.

The work of the joint OGP consultative committee was continued by examining the proposals of each working group and making the necessary modifications, which allowed the preparation of the action plan in its initial version.
