As part of the ongoing participatory approach to the preparation of the 5th National Action Plan of the Open Government Partnership 2023-2025, the E-Government Unit at the Presidency of the Government organized a workshop to discuss the content of the commitments of this action plan. This workshop was organized on September 20, 2023 in Tunis, in cooperation with the Support Program for Francophone Open Governments in its second version “PAGOF2” which is steered by “Expertise France”.
Representatives of a number of public structures, public organizations, civil society activists and partner institutions of the OGP program in Tunisia participated in this workshop, with the aim of exchanging and enrich the content of the “forms” relating to the commitments that will be included in the 5th National OGP Action Plan, which was approved by the joint advisory committee responsible for monitoring the Open Government Partnership Program as well as by the government.
In this context, it should be recalled that the preparation work for the 5th National OGP Action Plan began in February 2023, where the announcement of the launch of the PAN5-OGP preparation process was accompanied by the organization of an expanded public consultation including an online consultation through the public participation portal during the period from February 8, 2023 to May 9, 2023. This is in addition to the organization of public consultations in a certain number of governorates in order to broaden the circle of participants in this consultation. Official correspondence was also sent to ministries and various public bodies asking them to submit their project proposals that could be included in this plan. The mechanisms adopted during the first phase of public consultation made it possible to compile more than 320 proposals which were presented during a workshop on May 12, 2023.
Subsequently, the Advisory Committee studied the proposals and sorted them to prepare the initial version of the action plan within the framework of three working teams that emanated from it, where each team was responsible for sorting the proposals that concern one of the axes of OGP, through working sessions organized on May 23, 24 and 25, 2023. The Advisory Committee continued its work by studying separately all the proposals emanating from each working group and introducing the amendments agreed during a remote working session held on June 12, 2023. This made it possible to maintain an initial list which includes twenty-eight (28) proposals relating to various aspects of open government. Then, the second phase of the public consultation was organized during the period between June 13 and June 25, 2023.
The Advisory Committee reached agreement on 11 proposals of commitments to be included in the 5th National OGP Action Plan, following the two online meetings organized on July 12, 2023 and August 24, 2023.
