Extension of the deadlines for the public consultation on the initial draft of the fourth OGP national action plan

As part of the elaboration of the 4th OGP national action plan for the period 2021-2023, the steering Committee in charge of elaborating and monitoring the implementation of the action plan aforementioned established a preliminary list of proposals that could be included in the initial draft of this action plan. This list is the result of several working sessions and online meetings during which the proposals collected during the first phase of the consultation have been examined and sorted.

It should be noted that drafting the OGP action plans and the monitoring of their implementation are based on a participatory approach and “co-creation” process. This approach which is embodied, in particular by following some steps agreed at the level of the management of the initiative, such as the organization of public consultations in two stages through all the means of communication available to collect proposals of citizens and other target groups on reforms that can be integrated into the OGP action plan and that must be in line with one of the open government axis.

In this context, and to meet this participatory process’s requirements, work to develop the fourth OGP national action plan has been launched since last October. Announcing the launch of this process was accompanied by the organization of a public online consultation via the national portal of public participation www.e-participation.tn in order to collect the proposals of citizens and different components of civil society and other governmental and non-governmental stakeholders in order to develop initiatives and carry out reforms to concretize the principles of open government.

Official correspondences have also sent to the various ministries and public institutions to present their proposals on projects that could be included in this action plan, in addition to organizing three webinars during the month of November 2020 around certain axes related to open government, such as the right of access to information, open government data, local governance, natural resources management, digitization of public services and improvement of their quality.

The mechanisms adopted during the first phase of the public consultation allowed to collect a set of proposals which represented the focus of the work of the steering Committee in charge of elaborating and monitoring the implementation of this action plan. In this context, a series of working sessions have been organized to present the results of this consultation, and to define the work schedule as well as the coordination and cooperation mechanisms that could be established as part of the preliminary selection process.

The steering committee members were divided into three working groups to review the proposals and to sort them to prepare the initial version of the action plan. To this end, each work group examined the proposals relating to one of the open government areas as follows:
– Transparency and governance of natural resource management,
– Public participation and open government at the local level,
– Digitization of public services and improvement of their quality.

The work of the steering committee thus continued by examining all the proposals emanating from each working group and making adjustments if necessary. This allowed to maintain an initial list of twenty (20) proposals on the different open government axes.
In continuation of this participatory approach, and in accordance with the OGP principles, the second phase of public consultation was launched on February 17, 2021, to further strengthen the participation of the several stakeholders in the development of the action plan and the insertion of the required adjustments, while determining the priority degree of each proposed commitment.

In this context, we invite you to participate in this consultation by submitting your comments or adjustments to each commitment proposal, specifying its level of priority.

It should be noted that the final version of the action plan will be drafted in light of the suggestions you make. In addition, the highest priority commitments will be included according to the result of your evaluation.
