As part of the implementation of commitment (10) of the 4th OGP National Action Plan (2021-2023) relating to the Activation of the role of youth in the designing and monitoring of public projects, at the local level (Implementation of the project on Youth Action Plans-YAP), the German Agency for Technical Cooperation (GIZ), in coordination with the E-Government Unit at the Presidency of Government, organized four workshops for the benefit of local working teams in the twelve municipalities concerned by the implementation of the commitment.
These workshops were held on 17, 18 and 19 June 2022 in parallel in the cities of Tabarka (for the benefit of the municipalities of Tboursok, Sidi Bourouis and Ghazala), Hammamet (for the benefit of the municipalities of Hammam al-Chatt, Carthage and Dar chaabane el Fehri), Sousse (for the benefit of the municipalities of Enfidha, Zriba and Zaouiet of Sousse) and Djerba (for the benefit of the municipalities of Gabes, El Metloui and Bechri Fetnassa Negga). These workshops are part of the implementation of the third phase of this project on the development of “Youth Action Plans”.
The objective of these workshops is to launch the design of the “Youth Action Plan” project and to train the local working groups on the methodology of response and participation to a call for projects, which in this case concerns the ” Youth Action Plans”.
Within this framework, the program of the 4 workshops focused on
– Analysis of the context: Analysis of the pre-project situation
– Presentation of the problem tree on the low participation of youth in local public life
– Definition and identification of stakeholders
– Establishment of the chain of results or objectives of the project (impact, effects, results).
– Definition of measurement indicators and sources of verification
– Assumptions and risks (Risk analysis and mitigation plan)
– Identification of activities and resources required
– Project implementation approach:
– Sustainability
– Costing of expenditures for activities
– Development of the action plan budget
It should be noted that the project “Youth Action Plan-YAP”, object of the commitment 10 of the 4th OGP National Action Plan is part of the Project “Initiative for Municipal Development-IDM”, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the German International Cooperation Agency -GIZ Tunisia in partnership with the Ministry of Interior (Local Affairs) and the National Federation of Tunisian Communes FNCT, in support of the E-Government Unit at the Presidency of the Government in the implementation of this commitment.
