Independent Reporting Mechanism: Review of the 4th National OGP Action Plan

The Independent Reporting Mechanism is a mechanism for assessing the Open Government Partnership Action Plans. In this context, independent interim evaluation reports are published for each OGP member country. These reports assess the process of preparation and implementation of OGP action plans, and the extent of the commitment of participating countries to the initiative to achieve the principles of open government while providing technical recommendations for further support and development.

The preparation of these reports is conducted by the Independent Reporting Mechanism (IRM) Office, which is an independent office within the Open Government Partnership Support Unit and is managed by a group of international experts in the field.

As part of the independent evaluation related to the implementation of the fourth National OGP Action Plan (2021-2023), the first “Action Plan Review” report has been prepared. This report includes an independent and succinct technical assessment of the characteristics of the Fourth National Action Plan, highlighting its strengths and the most significant challenges to the implementation of certain commitments, with the aim of developing mechanisms to overcome these challenges and achieve the required progress in the implementation of the Action Plan.

In this regard, please review the current version of this report and submit your comments on its contents directly on the Open Government Partnership website during the period January 12-25, 2022, with the understanding that these comments will be published with the final version of this report.
