Result of the call for applications for the selection of 12 municipalities to strengthen the participation of youth in public affairs at the local level

As part of the implementation of commitment n° 10 of the 4th National Action Plan of the Open Government Partnership, GIZ through its “Initiative for Municipal Development” project and its partners, the E-Government Unit at the Presidency of Government and The National Federation of Tunisian Cities (NFTC), launched on August 6, 2021 a call for applications via the network of NFTC, GIZ and E-Government Unit  in order to encourage interested municipalities to apply to participate to the “youth action plan” project.

This call for applications was open to all municipalities interested in citizen participation, particularly that of youth, and had priority:

  • Municipalities in the interior regions,
  • Municipalities that did not participate in the youth action plan project in its former editions,
  • Municipalities that have developed specific action plans for Open Government at the local level,
  • Municipalities that have developed participatory projects with local associations, or with the youth center, or with the cultural center or within the framework of citizens’ initiatives.

Twenty-five (25) municipalities submitted their applications to participate in this program:

A selection committee was composed, which included a representative of  the National Federation of Tunisian Cities (FNCT), two representatives of the (GIZ), IDM project and a representative of the E-Government Unit  at the Presidency of the Government. This committee sorted the applications, and ranked the municipalities according to an overall average based on the following criteria (a score ranging from 0 to 5 was assigned to each criterion, then an overall average was calculated):

During the selection, the selection committee canceled the candidacies of the municipalities of “Bizerte” and “Kef”, since they had already participated in a previous version of the “Youth Action Plan” project as well as with the aim of donating the opportunity for the rest of the municipalities to participate in programs aimed at young people.

The rest of the twenty-three (23) municipalities were ranked according to the general average obtained:

During the last stage, the twelve (12) candidate municipalities, ranked first in the row, were selected.

Note that the municipality of “Medenine” and the municipality of “Bechri Fatnasa Negga” had the same average and rank 12th. In the context of positive discrimination, The selection committee opted for the choice of the municipality of “Bechri Fatnasa Negga” which is a recently created municipality, and needs such programs to support the participation of youth, which will help create a certain dynamic in this region.
