The Open Government Partnership is a multilateral initiative that brings together government reformers and civil society leaders to create action plans that make governments more inclusive, responsive, and accountable. Action plan commitments may build on existing efforts, identify new steps to complete ongoing reforms, or initiate an entirely new area, especially in light of the rapid technological transformations.
The OGP action plans are periodically evaluated using two mechanisms.
The first mechanism is the self-evaluation reports prepared by the government agency responsible for following up and coordinating the preparation and implementation of action plans.
The second mechanism is represented in the independent reporting mechanism “IRM”, which is supervised by an independent team of experts at the level of the international OGP-initiative. The mission of this team is the monitoring of the process of developing and implementing PGO-Action Plans in order to ensure that governments adhere to the general rules and principles enshrined in this initiative.
This independent mechanism provide for governments and civil society recommendations to further support the Open Government process.
For Tunisia, a preliminary version of the “IRM” on the third national action plan covering the period 2018-2020 was recently completed.
In accordance with the procedures adopted within the framework of this mechanism, this report is published by adopting the available means of communication to enable stakeholders and the different components of civil society interested in this program to view it in order to submit their suggestions and comments before 23th of june 2021.
